TO'E TO'E TOE illustrates the struggle between the State of Hawai'i and the different Hawaiian political organizations that favor Hawaiian sovereignty and self-determination. It is a statement of how difficult it is for both sides to move in agreement. The title of the concrete poem is a play on words of the game of tic-tac-toe. The title has no literal meaning.
