It&amp;#39;s not quite Crack Street USA anymore.  I won&amp;#39;t deny that it was once a rough place with a heavy trafficking trade.  Though I&amp;#39;ve only been living in Lowell for four years, I&amp;#39;d have to say that it has shaken a lot of that old reality.
