In 1953, a Boston judge wrote: "We have the spectacle of an entire city
terrorized by one-half of one percent of its residents. And the
terrorists are children."
(Compare with this comment made by Father Flanagan [Spencer Tracy] in
Boys' Town of 1938: "There isn't any such thing in the world as a
bad boy."
